SANDOVAL APPOINTS DAVID NOBLE, REAPPOINTS REBECCA WAGNER TO PUC

CARSON CITY, NV – Governor Brian Sandoval today announced he has appointed David Noble to a position as Commissioner of the Public Utilities Commission. Sandoval also reappointed Rebecca Wagner.

“David’s experience as a Utilities Hearing Officer and as Assistant General Counsel to the PUC has prepared him well for the work ahead,” Governor Sandoval said. “David has worked for the PUC since 1997 and brings a wealth of knowledge to the Commission.”

“I am pleased to reappoint Rebecca to the Commission,” Sandoval added. “Her work as a Commissioner has been grounded in the law and well-reasoned, traits I know will be continued assets to the Commission.”

Noble, currently the Assistant General Counsel at the PUC, has also worked as Assistant Staff Counsel and as an Administrative Attorney with the PUC. A graduate of the University of Pennsylvania and Loyola Law School in Los Angeles, Noble is also a trained Certified Public Manager. He is admitted to the Nevada Bar and is a member of the Washoe County Bar Association.

During 2010, Noble represented the Commission in the following appeals: Office of Nevada Attorney General’s Bureau of Consumer Protection v. PUCN (Nevada Supreme Court), Saguaro Power Company v. PUCN (First Judicial District Court), Washoe County, et al. v. PUCN (Second Judicial District Court). Noble served as a legislative liaison testifying on water, sewer, and underground excavation matters for the Commission during the 2009 Legislative Session.

His appointment is effective August 15, 2011, following the resignation of Commissioner Luis Valera. Valera has informed the Governor he will leave the Commission on August 12th for personal reasons.

Rebecca Wagner, reappointed to the Commission by Governor Sandoval, has been a member of the Public Utilities Commission of Nevada since 2006. Prior to joining the Commission, Wagner served as then-Governor Kenny Guinn’s Energy Advisor and as the Director of the Nevada State Office of Energy. From 1997 to 2003, Wagner worked for a Nevada-based geothermal company that owned, operated and developed geothermal projects. Wagner holds a bachelor’s degree from the University of Nevada, Reno.
