Truckee, CA…CHP Officer Jeff Billings came upon an abandoned 16ft box van on I-80 westbound east of the scales. Billings checked the license plate and discovered the van had been stolen from the city of Auburn earlier in the day. Off duty CHP officer Graham noticed two pedestrians walking along the shoulder near the SR-89 exit.
