Washoe County Commissioners Accept Internal Audit of Sierra Fire Protection District; Chief Agrees to Comply with Recommendations

Washoe County Commissioners accepted an internal audit report presented to them today by Internal Auditor Alison Gordon and heard from Sierra Fire Protection Chief Michael Greene that he agreed with the findings and will immediately begin to implement its recommendations.

At their December 14, 2010 meeting, County Commissioners had requested an internal audit of the Sierra Fire Protection District be conducted over concerns raised about seasonal worker pay practices. Auditor Gordon worked closely with SFPD Chief Greene as well as support staff to conduct the two month audit, and presented her report today. Her report states, in part:

Generally, we found the District staff work diligently to fulfill their mission of protecting life, property and the environment by safely providing the highest level of medical, fire and emergency services. The District also engages the community in nationally recognized community evacuation drills, citizen CPR training, school programs, and a unique holiday sleigh that delivers safety messages and delivers presents to area children.

The report also noted that internal and management controls can be strengthened and program operations can be improved. Specifically, the following were noted as areas of improvement:

* Controls can be improved in pay rate, and human resource practices.
* Payroll processing controls can be enhanced by ensuring adequate segregation of duties exists for timekeeping and payroll processing.
* Federal grant reporting requirements should be followed.
* The career and volunteer medical exam program can be improved.
* Purchasing practices can be enhanced.
* District and County procurement card policies and procedures should be adhered to.
* The District needs to consider using the volunteers in a more active role, such as implementing a volunteer supplemental staffing program.
* Pharmaceutical and medical supply practices can be enhanced.

Chief Greene told the Board he agreed with the audit’s findings and would work with Auditor Gordon to create an implementation plan establishing responsibilities and timelines to enact the report’s findings. He expects to report on the progress of such a plan at his next appearance before the County Commission in April.

Washoe County conducts an internal audit to ensure best practices in county services and programs for which the County Commission has jurisdiction. The internal auditor presents an annual work plan to the Commissioners for their approval, but will conduct unscheduled audits as requested by them. All internal audit findings and recommendations are presented to the County Commission in a public meeting, along with any subsequent follow up conducted.
