Efforts Continue on Tahoe Basin Community Plan Update

Placer County Planning Services Department staff briefed the Board of Supervisors Tuesday on progress made toward updating the Tahoe Basin Community Plans. Primary efforts include consolidating the nine current Tahoe Basin Plans with one overarching community plan and 4 local area plans. Staff provided this briefing during the Board’s regular Tahoe meeting, held at Granlibakken in Tahoe City.

In 2011, at the direction of the Board, planning staff began efforts to re-work the plans that would also encompass the Tahoe Regional Planning Agency’s Regional Plan, which covers the entire Tahoe Basin. In consolidating the existing community plans into a single policy document, the update is addressing planning documents developed 20 years ago by the county and the TRPA. The single document will be the overarching Tahoe Basin Community Plan.

To obtain public participation in this effort, 4 regional planning teams composed of community members were formed. Each planning team is tasked with reviewing specific issues related to one of the four main planning areas. Each planning area has its own distinct zoning ordinance and community-specific design guidelines.

The four consolidated planning areas are:

North Tahoe East, which covers Kings Beach and the Stateline community;
Greater Tahoe City, which includes Tahoe City, Tahoe City Gateway, Lake Forest, and Dollar Hill;
North Tahoe West, which includes Carnelian Bay and Tahoe Vista; and
West Shore, which includes Sunnyside, Homewood and Tahoma.

The next steps will include preparation of the actual documents that will be used in the updated community plan. Staff will conduct a three-day public workshop – called a Charrette – in late June in Kings Beach. The Charrette will focus on the beach and commercial core area behind it and information gathered will be integrated into the policy document.

Supervisor Jennifer Montgomery, whose Fifth District includes Placer County’s portion of the Tahoe Basin said, “It’s important we have the discussions that include our governmental partners. This will help finish the vision so well laid out by the public working groups.”

In addition, a meeting will also be held for the Greater Tahoe City plan area team on Wed., May 8, from 4 p.m. until 8 p.m. at the Gaterkeeper’s museum, 130 West Lake Blvd., Tahoe City.

Meetings for the North Tahoe West and North Tahoe East planning area teams will be held on Tue., May 14. Both meetings will be held at the same location and time, from 4 p.m. until 8 p.m. at the North Tahoe Event Center, 8318 North Lake Blvd., in Kings Beach.

The West Shore plan area team will meet on Thurs., May 16, from 5:30 p.m. until 7:30 p.m. at the Placer County Tahoe City Offices, 775 North Lake Blvd. in Tahoe City.
