				<content:encoded><![CDATA[<p>Sparks, NV&#8230; Washoe County Regional Animal Services plans to offer free microchipping services at several locations during the month of May, including this year’s Walk for Animals event on Saturday, May 18, at the Sparks Marina.</p>
<p>The following mobile microchipping clinics have been scheduled for May, 2013. Pet owners are asked to bring their dogs properly leashed and their cats in appropriate cat carriers:</p>
<p>Tuesday, May 7, 12 noon to 4:00 p.m.<br />
Scolari’s parking lot, 1300 Disc Dr., Sparks</p>
<p>Saturday, May 18, 8:00 a.m. to 3:00 p.m.<br />
Walk for Animals, Sparks Marina, Sparks</p>
<p>Tuesday, May 21, 12 noon to 4:00 p.m.<br />
Washoe County Senior Services, 1155 East 9th St., Reno</p>
<p>These mobile microchipping clinics are part of a year-long campaign by Regional Animal Services to provide free microchips for all Washoe County pet owners. Funding for the microchips used in the mobile clinics is provided by Maddie’s Fund®.</p>
<p>Through January of 2014, free microchips will also be available from Regional Animal Services located at 2825-A Longley Lane. Hours are 10:00 a.m. to 4:00 p.m. Monday through Friday (excluding holidays).</p>

				<content:encoded><![CDATA[<p>Palomino Valley, NV&#8230;The Washoe County Sheriff&#8217;s Office patrol division and Major Accident Investigation Team (M.A.I.T.) investigated a fatal traffic accident involving a motorcyclist versus a wild horse in the Palomino Valley area on Thursday, April 25, 2013 at approximately 9:03 p.m.  The collision occurred on Whiskey Springs Road near Amy Road.</p>
<p>The Sheriff&#8217;s Office has confirmed with the Washoe County Medical Examiner&#8217;s Office that a formal identification and next of kin notification has been completed.  The decreased motorcyclist has been identified as Adrian Beard, a 60-year-old Sparks, Nevada resident.  Mr. Beard succumbed to his injuries at approximately 9:34 p.m.</p>
<p>A few yards away from the collision scene, deputies located a deceased wild horse which was determined to have been involved in the fatal collision.  The Bureau of Land Management (BLM) was notified. </p>
<p>Driver impairment and speed do not appear to have contributed to this fatal accident.  Investigators believe Mr. Beard was riding within the posted speed limit when the wild horse ran out in front, not allowing Mr. Beard sufficient time to stop or avoid the collision with the animal.</p>
<p>The Sheriff&#8217;s Office urges all motorists to be aware that there are wild animals that travel near our roadways.  These animals&#8217; movements are extremely unpredictable and they will most commonly jump out in front of traffic.      </p>

				<content:encoded><![CDATA[<p>RIVERSIDE – The California Department of Corrections and Rehabilitation (CDCR) and the Riverside County Board of Supervisors finalized a first-of-its-kind contract Tuesday that allows the County Sheriff to utilize jail inmates in the state’s fire camps.</p>
<p>“This historic agreement is another great example of the state working with counties to protect public safety,” CDCR Secretary Jeff Beard said. “This partnership will allow us to provide fire protection during what may promise to be a very busy fire season while at the same time rehabilitating lower level offenders.”</p>
<p>The contract allows Riverside County to ease its jail population and ensures enough able-bodied inmates are available to help with fire suppression and in other emergencies, such as floods and earthquakes. Because only low-level offenders may participate in such programs, the state’s Conservation Camps population is anticipated to decline since the implementation of Public Safety Realignment (Assembly Bill 109). Under the law, offenders convicted after October 1, 2011 of non-serious, non-violent, and non-sex crimes stay in county jail to serve their sentence.</p>
<p>The five-year contract stipulates the county will pay the state $46.19 per inmate per day which covers housing/supervision costs by CDCR as well as training costs for the California Department of Forestry and Fire Prevention (CAL FIRE).</p>
<p>CDCR jointly manages 39 adult and juvenile camps with CAL FIRE and five adult camps with the Los Angeles County Fire Department. Approximately 3,800 offenders currently participate in the Conservation Camps Program. In an average year, the fire crews provide more than 2.5 million hours of emergency response work and save the state more than $80 million annually. The crews are available year-round, and have helped to contain and mitigate all of California’s major disasters since 1946, including wildfires, floods, heavy snows, search and rescue operations, and earthquakes.</p>

An employee of Zephyr Cove noticed banging coming from the trunk of an older Silver Mercedes Benz. Locating the keys in the ignition, she opened the truck and found 42 year old Kim Vo of South Lake Tahoe. </span></span></p>
<p><span style="font-size: medium;"><span style="font-size: small;">Deputies arrived and met with the victim, Vo who told them she had been gambling at the Lakeside Inn last night and left the casino with approximately $1,500.00 in cash. As she was walking back to her vehicle, someone struck her over the head with an unknown object knocking her unconscious. She later woke up in the truck of vehicle and the money missing. </span></span></p>
<p><span style="font-size: medium;"><span style="font-size: small;">During the course of the investigation, Vo admitted to Investigators that she lied. Vo admitted she had gambled and lost all of her paycheck. She fabricated the story because she was afraid to tell her husband that she had gambled away her entire paycheck. </span></span></p>
<p><span style="font-size: small;">No charges have been filed at this time. </span></p>

				<content:encoded><![CDATA[<p>South Lake Tahoe, CA &#8211; On Tuesday, April 23rd, 2013 the SLTPD SWAT team executed high risk search and arrest warrants at 2493 William Avenue, and took 46-year-old Anthony Corbin into custody for several felonies.  Anthony Corbin is a confirmed member of the South Lake Tahoe Brotherhood Motorcycle Club.  In mid-March Corbin was identified as the suspect who severely beat a 34-year-old South Lake Tahoe man.  The victim was left with significant injuries, including several broken bones.  While the investigation into that case was being concluded, Corbin had another altercation with the same victim again yesterday, Monday, April 22nd.  During this encounter Corbin’s 49-year-old wife was present. Corbin allegedly drew a knife, threatened to kill the man, and then attempted to attack the male victim.  Corbin’s wife stood between them in an effort to intervene. Corbin battered his wife to get her away from him.  The male victim was able to get away to safety. </p>
<p>Corbin’s wife turned to the police for help.  She was placed in a safe location, away from the residence she shares with Anthony Corbin, while officers investigated and prepared search and arrest warrant affidavits.  The investigation revealed that Corbin is an ex-felon with a violent criminal history and that he unlawfully possessed several firearms and high capacity magazines.  Based on several risk factors, the SWAT team was used to execute the warrants this morning.  Anthony Corbin surrendered peacefully as directed by officers, and was arrested without incident. </p>
<p>During the service of the search warrant officers found a 12 gauge shotgun, a .270 caliber rifle, a .9mm handgun with high capacity magazines, and drug paraphernalia.  Corbin was charged with being an ex-felon in possession of firearms and ammunition, assault with a deadly weapon, making criminal terrorist threats, battery with serious bodily injury and domestic violence.  SLTPD will be requesting the El Dorado District Attorney file a criminal enhancement of committing crimes in the furtherance of a criminal street gang.  </p>

				<content:encoded><![CDATA[<p>Ottawa, April 22, 2013– Today, the RCMP arrested two individuals and charged them with conspiring to carry out a terrorist attack against a VIA passenger train. The accused have been charged under sections 248, 235 (1), 83.2, 83.18, 83.21 of the Criminal Code of Canada.  As a result of extensive collaborative efforts, the RCMP was able to disrupt the threat early. While the RCMP believed that these individuals had the capacity and intent to carry out these criminal acts, there was no imminent threat to the general public, rail employees, train passengers or infrastructure.</p>
<p>The two accused, Chiheb ESSEGHAIER and Raed JASER, who live in the Montreal and Toronto area were conspiring to carry out a terrorist attack against a VIA passenger train. Charges include conspiring to carry out an attack against, and conspiring to murder persons unknown for the benefit of, at the direction of, or in association with a terrorist group.</p>
<p>The RCMP investigation named Project SMOOTH, was coordinated by RCMP-led Integrated National Security Enforcement Teams (INSETs) in Montreal and Toronto with the close collaboration of domestic partners and the Federal Bureau of Investigations (FBI).  The RCMP would like to thank its INSET partners including the Canadian Security Intelligence Service, Canada Border Services Agency, Toronto Police Service, York Regional Police, Peel Regional Police, Ontario Provincial Police, Durham Regional Police, the Sûreté du Québec and the service de police de la Ville de Montréal. The RCMP is also grateful for the valuable assistance of the FBI, Citizenship and Immigration Canada, Transport Canada, VIA Rail and CN Police. These exceptional collaborative efforts directly contributed to making the arrests.</p>
<p> “Each and every terrorist arrest the RCMP makes sends a message and illustrates our strong resolve to root out terrorist threats and keep Canadians and our allies safe,” stated Assistant Commissioner James Malizia, responsible for Federal Policing Operations. “A meaningful response to these threats begins on Canadian streets and in Canadians homes and the RCMP works with all their partners, including communities across Canada, in the fight against terrorism.”</p>

				<content:encoded><![CDATA[<p>Gardnerville, NV&#8230;On Saturday, April 20, 2013 at 11:18 pm, Douglas County Sheriff’s Deputies responded to a residence in the 1300 block of Waterloo Lane for a report of a female who had been shot. </p>
<p>DCSO Deputies arrived and found Rianilee Belles (38), Benjamin Dupreez (35) and Travis Belles (38) all from Gardnerville. Rianilee had suffered a bullet wound to her abdomen, and Rianilee’s brother, Benjamin had multiple contusions on his head.  </p>
<p>Initial information retrieved from the involved parties was that Rainilee’s husband, Travis Belles, and Rainalee’s brother, Benjamin Dupreez, had been engaged in a verbal argument. During the argument, Benjamin reportedly produced a handgun to protect himself and his sister from Travis. Benjamin and Travis struggled over the gun, during which time the handgun discharged, with the round striking Rianilee in the abdomen. </p>
<p>DCSO Investigators responded to the scene and began investigation. The investigation is still ongoing. </p>
<p>Rianilee and Benjamin were subsequently taken to the Medical Center for treatment of their injuries. </p>

				<content:encoded><![CDATA[<p>SAN QUENTIN, CA&#8230; Condemned inmate Justin Alan Helzer, 41, who was on California’s death row from Contra Costa County, was pronounced dead at San Quentin State Prison late Sunday evening, April 14, 2013. The death is being investigated as a suicide. He was single-celled.</p>
<p>Helzer was sentenced to death, along with his brother Glenn Helzer, on March 11, 2005, by a Contra Costa County jury for killing Ivan Stineman, Annette Stineman, Selina Bishop, Jennifer Villarin, and James Gamble in an extortion and murder scheme. Helzer had been on death row since March 11, 2005.</p>
<p>Since 1978 when California reinstated capital punishment, 58 condemned inmates have died from natural causes, 22 have committed suicide, 13 have been executed in California, one was executed in Missouri; and six have died from other causes. There are 733 offenders on California’s death row.<br />

				<content:encoded><![CDATA[<p>South Lake Tahoe, CA&#8230;On Wednesday, April17th, 2013 at around 0630 am police dispatch received a report at 899 Tahoe Island Drive that an intoxicated adult man, identified as 21 year old Skylor Klisch, had battered and strangled his 45 year old mother to the point of her losing consciousness.  The son fled their shared residence on a bicycle while officers were responding. Officers saw Klisch riding east on the bicycle path near Rubicon Trail.  Klisch refused to stop for officers.  Klisch pedaled his bicycle across Lake Tahoe Boulevard with officers in pursuit.  The suspect lost traction on the snowy terrain and fell to the ground.  When officers took Klisch into custody they found he was in possession of a .22 caliber handgun and ammunition.  Klisch was booked into the jail on charges of felony battery, resisting arrest.  At the jail he was discovered to have a small package of marijuana.  He was also booked for bringing a controlled substance into the El Dorado County Jail.   </p>
<p>The victim regained consciousness and was provided further assistance with an emergency protective order issued by the court to prevent Klisch from contacting his mother until the matter can be heard in court.</p>

				<content:encoded><![CDATA[<p>Topaz Ranch, NV&#8230;At 12:30 am, the Douglas County Sheriff’s Office and the East Fork Fire and Paramedics responded to a report of a gunshot victim in the area of 3661 Slate Road in the Topaz Ranch Estates. </p>
<p>Deputies arrived on scene and found 20 year old Bradley Endsley JR from Las Vegas, NV, inside his great-grandfathers residence holding a knife. As deputies began issuing commands, the victim 82 year old Robert Setsodi pulled into the driveway bleeding from a stab wound stating he was attacked by his grandson. Setsodi had escaped from the residence prior to the deputies’ arrival. </p>
<p>Medics tended to Setsodi who eventually was Careflighted to Renown Medical and is currently in surgery.</p>
<p>Deputies forced entry into the residence and placed Endsley into custody for attempted murder. The reason for the attack is still being investigated. No one else was injured during this incident. </p>
